Constraints to effective aid provision in Ghana

Quality of education, measured in terms of learning outcomes, has not kept pace with the level of public investment in education in Ghana.

The authors review donor support to the education sector in Ghana and level of Ghanaian participation in education policy, planning and implementation. They identify challenges to the education sector in terms of increasing access, improving teaching and learning outcomes, supervision and management of schools, financial decentralization and sustainability of reforms. The authors primarily focus on the European Commission’s policies and practices. They also examine the practices of other major development partners in Ghana. They recommend that Ghana should create:

  • Educational system that considers all stakeholders in the policy making and strategic planning process;
  • Enabling environment for the poor and vulnerable through provision of second-chance literacy opportunities;
  • Opportunities for fair and equitable access to all people.
