A mechanism emerged due to school owners acquiesced to the fee-bargaining strategy and to repeated parental pressure to adopt a more flexible fee collection approach without late fees. The mechanism also enabled Affordable Private Schools to cope with fee bargaining by making arrangements for households to pay without fines and usually with a 10-15% discount.
